Charles William (Bill) Kerr, 78, died on February 2, 2010 in his home at Sun City, Hilton Head, SC.Born on May 8, 1931, he grew up in Cape Girardeau, MO along the banks of the Mississippi River. He was a gifted writer and artist, but he chose to become an educator. He received a BA degree from Southeast Missouri State University and an MA and Ph.D. in Political Science from the University of Missouri, where he began his teaching career. He later taught at Westminster College in Fulton, Missouri and Central Connecticut State University in New Britain, CT where he became Department Chairman. He managed the Department
